Development Group

The Development Group is the longest established of the sub groups of SELHP. It is responsible for the development of affordable housing in SE London and for maintaining an overview of the work of housing associations in the sub region.

The membership of the group is:

  • Stephen Heatley - LB Bexley
  • Kerry O'Driscoll - LB Bromley
  • Gill Ackrill - LB Greenwich
  • Louise Spires (Chair) - LB Lewisham
  • Tim Bostridge - LB Southwark

The group meets every 4-6 weeks. On a quarterly basis the group meets jointly with the Homes and Communities Agency.


The Guide for RSLs and Developers was revised in 2009.


In July 2009 Carole Forrest from the GLA provided a briefing about Community Land Trusts. This included a hand out and a powerpoint presentation.


We have agreed an approach for monitoring the performance of housing associations in SE London.


In April 2007 the Housing Corporation launched its 2008-2011 National Affordable Housing Programme pre-prospectus and Design & Quality Standards.


In June 2007 we provided a response to the Housing Corporation's  consultation paper about Recycled Capital Grant Fund.


The Housing Corporation released its Future Investment Approaches Discussion paper in September 2006 - also, in August 2006, a consultation paper on 'Section 9' disposals.


The Group has recommended some clauses for s106 agreements that offer a consistent definition of affordable housing
